Why do we take causality for an event suspected by default (for serious/ fatal cases) when it is not reported and as not assessable (for non serious cases) when it is not reported? Why the difference?
The question is not really clear i.e. is it the reporter or Company assessment of causality under question? Also whether the question relates to spontaneous cases? – if yes then a causal relationship would always be assumed. Without having more detail it is not possible to provide any further insight.
